publish your bluegill chatbot first
the magnolia toggle stays disabled until bluegill is set up.

open magnolia settings
from your magnolia site overview, click the settings tile.

flip the bluegill widget toggle
the chat launcher appears in the bottom corner of your published magnolia site after you publish the site again.
tip
for any non-magnolia site, copy the embed snippet from the bluegill setup tab and paste it before the closing body tag.
